BRUSSELS — European Union capitals were unable to agree on the extension of one of the bloc's sanctions schemes against Russia on Monday, according to five EU diplomats who spoke to POLITICO. Three of these diplomats indicated that EU ambassadors would reconvene later in the day for additional discussions. The ambassadors, meeting in Brussels, needed to achieve unanimous agreement by Monday as the sanctions regime, which includes asset freezes for approximately 3,000 individuals and entities, is set to expire on Tuesday. Slovakia has requested the removal of two Russian oligarchs, Alisher Usmanov and Mikhail Fridman, from the sanctions list. France has reportedly proposed a compromise to delist only Usmanov.
