PARIS — Mark Carney will wrap up a week spent shifting his country’s foreign policy toward Europe on Sunday with the first-ever visit by a Canadian prime minister to the obscure French territory of Saint-Pierre and Miquelon, where he’ll meet President Emmanuel Macron. The trip to the picturesque archipelago — a few kilometers off the south coast of the Canadian province of Newfoundland and Labrador and home to fewer than 6,000 people — comes after Carney travels to Strasbourg for Ursula von der Leyen’s State of the European Union speech on Wednesday . The Canadian leader then journeys on to Liverpool to meet with British Prime Minister Andy Burnham.
