European Commission President Ursula von der Leyen’s surprise announcement came during her State of the Union address in Strasbourg on Wednesday. “We share one ocean, one set of values, one way of seeing the world,” she said, inviting Canadian Prime Minister Mark Carney to help make his country “the first associate member of the European Union.” Could Britain be the second?
