Czech security expert Otakar Foltýn expressed this view in a comment to Ukrinform. “Europe should have had such a mechanism long ago. Logically, it should have been established at least in 2014, or by 2022 at the latest, when it became clear that the criminal Kremlin regime would be aggressive not only toward Ukraine but toward anyone if it decided at some point that doing so would serve its interests,” Foltýn said. He stressed that for such a system to be meaningful and functional, it must be linked to Ukraine, and deterrence should be based, among other things, on providing Ukraine with greater support than it has received to date.
