BRUSSELS — The EU has proposed banning metal waste exports to India and Egypt after both countries failed to prove they manage the waste in an “environmentally sound” manner. The two countries, which are among the top importers of Europe’s recyclable materials, did not show they were applying the correct pollution controls on how the waste is treated, a European Commission assessment found. The Waste Shipment Regulation — the bloc’s rules that restrict exports of certain types of trash to third countries to curb pollution — bans the export of non-hazardous waste to non-OECD countries from May next year, unless they are granted specific exemptions.
