BRUSSELS — EU countries are divided over whether to lift sanctions on a controversial billionaire listed among hundreds of businesspeople, politicians and traders accused of supporting Russia’s war in Ukraine. Ambassadors from across the bloc met in Brussels on Monday to discuss the EU’s sanctions regime, which must be renewed unanimously every six months. The talks take place after France jolted fellow EU members earlier this month by joining Slovakia in pushing to delist Alisher Usmanov, a prominent Russian-Uzbek industrialist, citing undisclosed national security concerns. “Everybody hates this,” said a diplomat from a country opposed to the move.
