Russia is operating within a war framework against Europe while Europe continues to function within a peace framework. It does not follow that a full-scale war between Russia and NATO is inevitable, let alone imminent. NATO and European states must recognize the framework the Kremlin is using in order to enable European states to make appropriate, calm, but determined efforts to deter Russian escalation and avoid full-scale war. It is difficult to strike the necessary balance between openly acknowledging Russia’s war framework and hyperbole or alarmism.
