Japan may be considering using nuclear propulsion to power its future submarine fleet. Japan could significantly enhance its ability to independently counter the People’s Liberation Army Navy’s (PLAN) modernization and expansion by introducing nuclear submarines. Japanese Defense Minister Shinjiro Koizumi stated on September 11 that Japan would “not rule out” acquiring nuclear submarines (SSNs).[1] An unnamed US Navy official reacted positively to questions about Japan potentially developing an SSN and stated that Japan’s domestic nuclear energy capacity could support a transition from diesel-electric submarines to SSNs.
