BRUSSELS — NATO Secretary-General Mark Rutte on Wednesday issued a strong rebuke to Russia after Moscow sent a letter to the alliance threatening nuclear escalation over NATO activity near its border. "We had to reply and make clear to [Russia] that NATO is a defensive alliance ... and stop the war in Ukraine and stop the nuclear threats because it's not helpful," Rutte said at a security summit in Brussels. "NATO is so much stronger than Russia is, so there's no way they can ever beat us." "The best way to deal with this is to have a little bit of calm," he added. "That's the message: calm, carry on, keep the support for Ukraine going — that's how we deal with it.
