The Office of Rail and Road (ORR) has cut the charges that third parties pay to invest in the UK’s rail network, in a move it says will reduce costs for companies and investors to support economic activity. ORR published new rates for fees that Network Rail levies to cover the risk it assumes when a third party funds or carries out work on the railway. The changes follow a detailed review by the regulator, which found scope to set the “risk fee” funds closer to break‑even. Of the 11 types of industry agreements covered by the review, fees for nine have been reduced.
