The People’s Liberation Army (PLA) opened its third overseas military base, the China-Laos Military Joint Support and Training Center, in Ban Keun, Laos, on September 29, demonstrating strengthened People’s Republic of China (PRC)-Laos ties and expanding the PLA’s military presence in Southeast Asia.
