Putin used a substantial part of his speech at the Valdai International Discussion Forum on October 1 to claim that Russia “is not threatening anyone” and has no “plans to attack anyone in 2029, 2030, or 2050.”[1] Putin also falsely claimed that the Russian military has never launched a first strike on targets not directly related to military infrastructure.
