Russian President Vladimir Putin advanced Russia’s ongoing cognitive warfare efforts to persuade the world that European leaders who respond to Russian threats and continued limited kinetic attacks in Europe are the actual aggressors. Putin used a substantial part of his speech at the Valdai International Discussion Forum on October 1 to claim that Russia “is not threatening anyone” and has no “plans to attack anyone in 2029, 2030, or 2050.”[1] Putin also falsely claimed that the Russian military has never launched a first strike on targets not directly related to military infrastructure.
