The Russian Ministry of Defense (MoD) presented its main rhetorical framing to justify what will become Russia’s brutal Fall-Winter 2026-2027 strike campaign against Ukrainian critical infrastructure. The Russian MoD announced on October 4 that it is intensifying its strikes against infrastructure in Kyiv City and Oblast and Ukraine writ large and framed this intensification as a response to alleged Ukrainian strikes against Russian civilian targets in multiple instances since June 2026.
