The Cleveland metro area’s rate at 1.8 percent was the lowest in the nation, followed by Bismarck, North Dakota, at 2 percent and Rapid City and Minot, North Dakota, at 2.1 percent, according to the U.S. Bureau of Labor Statistics. The highest metro area jobless rate in August was in El Centro, California, at 21.9 percent, followed by Yuma, Arizona, at 19 percent.
