BRUSSELS — NATO is seeking to reassure Russia that an upcoming nuclear drill in Italy is nothing to fear, with tensions high between the alliance and Moscow. NATO announced Thursday that 17 allies will participate in the annual Steadfast Noon exercise from Oct. 13-23.
