India has urged both Russia and Ukraine to ensure safe passage for commercial shipping through the Black Sea , as attacks on merchant vessels put Indian seafarers at risk and threaten to disrupt vital food and energy supplies. "The targeting of commercial shipping and seafarers in the region must end, and free and unimpeded navigation and commerce through the international waterways must be restored at the earliest," Foreign Ministry spokesperson Randhir Jaiswal said last week. India accounts for more than 12% of the global seafaring workforce, with 311,936 maritime professionals, according to a 2026 industry report. And attacks on commercial vessels in and around the Black Sea in recent months have highlighted the risks facing civilian crews.
